Passport Health Plan (Passport) is a local nonprofit community-based health plan administering Medicaid benefits to members across the entire state of Kentucky and Medicare benefits to Jefferson, Bullitt, Hardin, and Nelson County.  Since 1997, we have been working closely with providers and community advocates to help improve the health and quality of life of our members. We pride ourselves on being innovators in the field of clinical excellence, and for working with community partners like you to help improve the overall health of every town and neighborhood in the Commonwealth.

Our high-performing, dedicated staff and supporting infrastructure are all focused on collaborating with providers and community advocates in our pursuit to help Kentuckians live healthier lives.

Our unique community-based structure continues to deliver proven results and set new standards for the Commonwealth. Decisions are guided through the advice and input of our Board of Directors and Partnership Council, which consists of community representatives at all levels. We engage members, providers, and community advocates in the improvement of healthcare delivery systems for both urban and rural areas Kentucky. This type of engagement has helped us better understand the social, economic, and environmental dynamics that affect the members we serve.

We were established by several private provider sponsors to help the Commonwealth control the rising costs of the Medicaid program and to improve health outcomes for Medicaid members. Since inception, Passport has been increasingly successful, in large part because of the support of loyal and dedicated providers or provider sponsors. Our engaged providers give us direct feedback and are involved in decisions that affect Passport. This cooperative relationship allows providers to focus on what’s most important – caring for Kentucky’s Medicaid members.

As the Commonwealth’s only non-profit managed care organization, Passport’s decisions are made for Kentuckians, by Kentuckians. We place a special importance on being responsible stewards of taxpayer dollars, and we follow-up on this promise by deploying an array of cost management techniques and keeping administrative costs well below industry norms. In fact, the vast majority of our costs go toward patient care. Passport is located in southern Jefferson county and is a proud member of American Health Insurance Plans (AHIP), ACAP (Association for Community Affiliated Health Plans), and the Better Business Bureau (A+ rankings).
